I looked up posts on this and all the ones I found were fairly old.

We want to do our closed captioning in house for an ongoing kids show. What's the best way to do this on a PC with Adobe Premiere?

Looking for the most cost effective way. We are a non-profit and have volunteers who will type it all out.

Looking at this program: Closed Captioning Software For Mac and Windows (http://www.synchrimedia.com/) but have no experience with it.

I've used MAGpie for some captioning of material destined for the web. Free and supported by a community.

Invent + Build / Web + Multimedia / Tools & Guidelines / NCAM (http://ncam.wgbh.org/invent_build/web_multimedia/tools-guidelines)

Thanks. This is for closed captioning for TV standards. I'm not sure this is for TV, is it?

Try the people at CaptionMax in Minneapolis, MN. They are reasonable and will save you a lot of time and work.

As far as I know, MAGpie is for CC of web formats. Whether the CC timing and phrases can be transferred to a broadcast encoding system, I'm guessing it could but I have no experience.

It is likely worth checking the MAGpie site, as their commitment to accessible video may extend to information about broadcast.
