Good afternoon,
Can you change the format of a still photo in CS5? Mine defaults to 960X720

If you're talking about exporting, then it is always the sequence format that determines the size of an exported still.

If importing, then:
- if in preferences you have checked "resize to sequence size", your photos will be automatically resized on import for an active sequence (I think this is how it works)
- if not, then the photos will be imported at their original size.

That is best done in Photoshop.
Format stands for jpeg, tiff, png, psd etc.
I think you mean framesize (width and heigth)

Answer is still Photoshop, however you can scale your still in the Effect Controls of Premiere, scaling up means qualityloss. Photoshop does a good job in enlarging stills.
