I live in the UK so want my footage to be viewed on line and also predominantly UK TV's.

Im not looking for movie style filming, more documentary type stuff.

What frame rate should I choose and why?

For UK TV you should shoot 25 frames a second.

For online shoot whatever you like. Computers don't care about broadcast specs...

Oops, just realised I didn't answer your question! All things being equal, shutter speed should be half the frame rate; so at 25fps you should be at 1/50th. This will deliver motion blur similar to a film camera. Higher shutter speed can be used, but may cause strobbing - even at 1/100th.

You did in fact answer my question in your first reply as I should have said 'base line frame rate' it was early this morning and I said shutter instead!

Ive heard it said that shutter should be double the frame rate as you say and thats what I usually do although I dont understand what strobing is or looks like.

Strobing is stuttering or jittery motion. Sometimes it's done deliberately for dramatic effect, like some action shots in Saving Private Ryan.
