Asking the question below for a friend whose internet access is limited these days.
i suggested that he send them separate WAV files but am open to any suggestions.

i am in cairo at moment as CTV new middle east bureau chief..
i am editing with Vegas...trying to understand how to ensure i get split track audio when i export to mpeg2 using main concept...
i have been panning left for voice and right for natsound and interviews.. but for some reason when i feed to toronto it comes in mixed..
when i play on my laptop...the exported file that is...it appears split...any suggestioons?

To answer my own question, here's my reply to him.

I did more experimenting and, as long as you were doing a stereo encode, the two tracks are indeed still separate.
To prove this, bring the rendered file back into Vegas, unlock the Master Output fader and slide each down individually.
You'll hear each track separately.
The key is that Toronto needs to feed this signal into an audio board that allows for independent control of single stereo (i.e. L & R) channels.
If they don't have that capability, have them bring it up on two channels simultaneously and pan one hard left and the other one hard right just like you're doing in Vegas.
If they can't figure out how to do this, tell them that my day rate is very reasonable :)
