if i shot footage on a dvx100a in 24p, could i take that tape and put it in a panasonic pv gs150, a lower end camera, and use that as my deck? would i have problems using that to capture footage into premiere pro?

i'm contemplating buying a dvx100a and was wondering about needing a deck and was thinking of simply getting a cheaper secondary camera to use as an extra camera and as a deck.

You can do exactly that, yes. Any DV camera can be used to play back DVX footage, regardless of what mode the DVX was in when you shot it.
