Generally speaking this is best done in post. You can certainly do this in the cam by over-exposing (set AE Shift as high as you like, +5 or more) and decreasing the color saturation, but why would you want to do this to your tape? Get the best picture you can and then make it look as crappy as you want later on, so you're not permanently locked into anything you may not like.
The only reason they used to do stuff like this in the cam with film is because it couldn't be done any other way. Now, with all the tools we have available to us in editing, it makes no sense to take your lovely pics and make them look like they were shot on an iPhone. Once you blow out all those highlight details they're gone forever; you can't get them back. You have more choices and more control in your NLE and nothing is permanent.
