I mean if there's such a converter box, that can accept HDSDI and output component to my old monitor, (HDMI is also OK), and with this converter my monitor can display waveform, vector, time code, something that exists in expensive HDSDI monitors.

Quick answer is No. But, there is the BlackMagic Ultrascope for desktop computers and a new version for laptops. It takes a HD-SDI input and displays all scopes through a 1920x1200 monitor which is connected via the graphics card.
