Are their any cameras out there that provide "Night Vision/Infrared" that have the quality of a Canon 5D. Does the Red offer a "Night Vision" mode?

Are you talking about full-color image quality like the 5D shoots in decent light? The answer is no. Cameras that shoot just monochrome with great brightness and definition are likely controlled by the government. There are certainly cameras around that can get a decent image in darkness, but not with good color.

There are add-ons.

But the resolution depends upon the imager system used.

What about just using a Sony handycam with nightshot, and a couple of cheap Sima IR "lights" or other IR emitter source?

Footage will be HD, with a "green" color like you always see with nightvision type shots, or you should be able to pull the green out in post? Have to watch the glowing iris of the eyes, but other than that, cheap and effective...

Although their gear costs more than the cameras, it will do what you want.
