Is there an app (MPEG Streamclip or something) that can add black "pillars" (opposite of letterbox) to a 4:3 clip so it won't stretch for 16:9 ..?

Any (decent) playback program should do it as long as the video is flagged correctly. What exactly is this video and what is the intended output (playing on what)? |
