If I convert 1080 60I Upper field footage with NeoScene is it still 1080 60I Upper Field?

I ask as TMPGENC now sees it as bottom field, and 4:3 (sholud be 16:9) I can change the settings in TMP but want to be sure this is still correct.

Field order is unchanged. TMPGENC is just guessing wrong (it is using standard definition defaults.)
