where the blue screen goes away and there are girls in the background, also the word HOT appears.

you also see the background at 2.30

what would you need to know to do this type of thing? also what programs might you use?

That's regular chroma keying, except they animated pretty much what an editor would have to do. You can do it in After Effects. The blue screen has tracking crosses, so they just had to create a graphic that slid in from the side, then chroma keyed out the blue and tracked the points to make the background move with the camera. Then just use layer masks to fill in everything around the screen. The word HOT was a graphic that you could probably do in After Effects as well.

I'd use After Effects or an equivalent compositor - Discreet Flint/Flame/Inferno would handle this easily. The blue-screen is a chromakey job, and the background is just CGI. Key it and mask in the keyed layer so that it 'wipes' around to follow the brush (which would be a graphic element).
