I noticed on playback the lips do not match the audio & are slightly out of sync. Can any of you think of any reasons that could be occurring? I shot the video at 1280x720 @ 60fps & converted to avi using Neocene.

Ok, another learning curve for me. How can I tell the audio rate on the original & the conversion?

I am using Neocene. Do you have any suggestions on preferences that might help sync it up?
Here are my preferences:
HDV capture:
On: Auto convert to Ceneform AVI.
On: Split file on scene change
Off: Capture only mpeg - TS file
Ceneform encoder options:
Quality: Medium
Off: Enable smart rendering
Output frame format:
On: Maintain frame format
Off: Deinterlace
Off: Convert to 24p (NTSC only)
Source clips:
On: Overwrite existing files
On: Split scenes (HDV conversion only)

My guess is that the sync drift is happening in your transcoding. Neoscene is not compatible with editing software I use so I know nothing about it, however I have avoided transcoding as much as I can, trying to stick with NLE's that can import and edit my video files natively,
Audio is in proper sync out of my 7D.
What NLE are you using?

Check out the Cineform threads. Especially this one, where the latest version is reported, to correct issues with the 7d.

If you bought yours on disk, you may be using an older version. You check back with Cineform regularly to see if you are running latest versions.
By the way, when you do install update, you have to uninstall older one- but do not deactivate !! Then you just install the newly downloaded version. If you are still having issues, you need to post a ticket at Cineform. They depend on users to point out issues, and jump on them right away.
