In post. Depending on the NLE or audio program you are using this should be a fairly simple task.

Mike, could you be more specific to the effect or sound you are after? (i.e. mention a film or TV show which uses the effect.)

Most flashbacks I see just have the same sound as the rest of the work. There might be a "swoosh" or flashback sound effect, but that may be it.

Sometimes the voice might change from the intimate voice-over sound (used when the person is thinking inside their head; their lips don't move) to the boom sound (when the speaker's lips do move). To record the 'interior' sound (where it sounds like the speaker is inside the television), use voice-over techniques.

Or you might be looking for a surreal sound where a voice is spoken, then you hear echoes and whispers of that dialogue from all around. So again, what effect exactly are you looking for?

I can't think of a specific movie, the best I can describe it is, the person is thinking back to an event, but the voice almost sounds off in the distance, it would not be as clear as a conversation between two people face to face, I'll try to find an example.
