I'm not sure if this is something that I need to change in the camera or in post or what, so I guess this is the best forum for it...

Anyway, I've notice using a Sony TRV 950 that the resulting footage has motion lines. As in, when things move in the picture, they blur into horozontal lines.

I'm not sure, but I believe somebody mentioned that problem and said I needed to "de-interlace" the footage. I only have a vague idea of what interlacing is...but I'd love to know how to get rid of those pesky lines.

What is the target output medium? If it's TV, or even DVD, the lines won't be a problem. You'll only see them while editing on the computer.

If you are going for film out as the end result, you will need to de-interlace. Try DVFilm Maker.

Output will be a .MOV on the internet for most of the stuff we do, just learning steps and all, small projects. So is that a program I have to use to deinterlace or can it be done from Premiere (I have a slightly older version...)

Premiere can deinterlace, but it's not as nice as something like RE:vision Effects FieldsKit. In Premiere, select a clip and go to Clip menu -> Advanced Options -> Field Options (off the top of my head) to configure deinterlacing.

If you are going out to the internet lower your files resolution in
half (320 x 240 for NTSC in square pixels), this will automatically
toss away one field and remove any interlacing problems. You
don't want to output at full resolution (normally) due to filesize.
