Are there online libraries with good sound effects? for free?
Or programs you can download with a sound effect library?

Search for sound effects +free. I just did and was rewarded with lots of hits. Remember, you often get what you pay for.
http://www.a1freesoundeffects.com/ looked like a pretty good starting place.

Also, if you're willing to pay at least a tiny bit, http://www.sounddogs.com has a huge selection of very good quality sound effects - from background ambience to whatever, and it's all searchable.

Their samples are of low quality - don't let that throw you off. Prices are very reasonable.
