I have seen recently the effect of one subject normally a person in full colour while the rest of the picture is in black and white, how is this done?

Or that one specific colour shows up i.e. blue while the rest of the colours are black and white.

Any advise on how to create this type of effect would be appreciated.

This is either done by filming the items seperately so that you can
combine then afterwarts with different colors (or B/W etc.). Or it
is filmed in as one picture and they grayscale everything except
a certain part which is selected each frame. Rent the DVD disc
of Pleasantville... that disc has making off that shows you their
process... They also warn that if you shoot in color you should
have a monitor on set that shows the image in B/W (dial out
the chroma) so that you know if your seeing what you should.
Certain different colors are the same in B/W!!!

Rotoscoping is also used when there are not two different plates for the B&W and color footage. This is just manually separating an object from the rest of the clip.
