Am I supposed to keep the time code continues? If I am then how does my editing program split each scene/clip?

I don't know the answer for every editing system, but many operate on knowing when the camera starts and stops. Some consumer cameras that don't use SMPTE code use a time-of-day code and iirc there are some consumer programs that recognize that ---I believe Pennicle is one, but I'm pulling that out of my failing memory..../Battle Vaughan/miamiherald.com video team PS: broken time code is actually a bad thing, it will mess up capture if you have conflicting time codes on the same tape....

Battle's right. For DV it uses date/time, not timecode. For HDV (where scene detect is not always available) it uses analysis of the picture in the frame, which is why it doesn't usually work very well.

I am using an XL2 and Premier Elements 7, does that help some.

An XL2 is DV, so any program should do scene detect/split just fine.
