i have some footage that after exporting produces some frames like this intermittently. is it an interlace issue? I tried to de-interlace when exporting.

help.

This can happen when you display interlaced material on a progressive monitor. However, if you want to convert to progressive don't use Adobe, all you will do is halve the vertical resolution. Go over to the Adobe PremierePro forums and search for posts by Dan Isaacs. He proposes a far better solution using Avisynth and other freeware with significantly better results.

Welcome to the forums...

That's definately interlacing, but i'm willing to bet you didn't deinterlace the frame on export..
Photoshop has a filter to deinterlace the frame if you're not happy with the results..It's under the Filter>Video>Deinterlace fields...

Depending on your needs, this is a good option..
