I shot something with a tripod the other day and the only thing that is moving in the picture is the person walking by. Is there anyway that I can make it so only the person has some sort of glow around him? I think you can do this in AE, but I'm not sure which effect to use.

This is shown as a tutorial at the link below. He takes a soccer player and only highlights him with a glow in the group. It's the 3rd down on the left in the Premeire 6.5 tutorial.
