I am trying to mix 60i footage with a 23.98 timeline and it renders horribly in FCP.

I tried using cinematools to do a reverse telecine, but it just made it worse. Am I doing something wrong? Is there any good way to solve this problem?

Going from i to p is always a problem. Try using Compressor and especially the Frame Tab within Compressor.
