What does the Response time mean i see some monitors that have a 5ms and some like the dell that have 6ms which response time is better

Response time taken for a pixel to change from black to white - the slower the response, the more "smeared" the moving image looks. 5ms is pretty good, 2ms better.

This is not related to the inherrent processing delay of flat panels, which is in the region of 40 -100ms

Anyone without a realtime, tube based monitor who relies on flat screens only, produces end product which is inherrently out of sync, unless your audio playback system has an adjustable delay line to compensate for you flat panel delay characteristics.
