Is there software available to tweak the color and hue of a digital video?

I think any NLE has color correction tools, some more elaborate than others.

NLE stands for "Non Linear Editor"

The answer to your question is that almost any NLE system has color correction tools.

This includes Adobe Premiere Pro, Avid Media Composer, Apple's Final Cut or Final Cut Pro and Sony's Vegas editing software. These 4 programs represent probably 95% of what professionals are using in the world ... unfortunately they are very expensive ... ranging from several hundred dollars to several thousand dollars per copy.

There are a wide variety of other NLE programs that can do color correction out there ... I just use Premiere so I’m not aware of every other little program ... many should be more affordable.

Color correction is a very common tool so if the program you use is even half way decent, it should be able to color correct.
