Does anyone know where I can get a basic contract that stipulates I own the rights to a logo I'm having someone else design for me?

Contracts are not the place for DIY or standard forms found on the internet. Make an appointment with a local Intellectual Property attorney and have him draft one, probably you want a 'work-for-hire' agreement.
