Canon XL H1S / H1A have an an electronic image flip function?
Thinking of buying a PS Technik Compact, that doesn't have a flip.

Yes, it has an EVF flip function that will work in conjunction with the mini35c. It'll flip in the EVF and connected monitors, but it won't flip the recorded image.
