Try as I might, I can't find anyone lauding the miniscreen, but I can't find anyone dissing it either.
I like the price point of it, but I am unsure if I should just invest in a full zeppelin instead. Is this worth my money? I have searched these forums ... it seems several people use them but I cannot find out if they are very good or just okay.

I plan on filming in mildly windy locations, I'm guessing 15-25mph winds. Maybe higher, what speeds have you had success with this setup?

Joshua,
You are thinking of getting sound in moderate to high wind speeds as far as sound is concerned. Anything above about 10 mph is Zeppelin territory with extra heavy wind protection standing by for higher gusts. Of course the best thing is to try and test before you buy. I often call the manufacturer directly to get info from tech support if I can't rent or test the equipment directly

I am your neighbor here in Camarillo. You really need both, I am sad to say. Using a full zeppelin in little to no wind makes the whole package pretty huge and visually imposing. Having this huge zeppelin floating over talent's head does sometimes affect their performance. That said, a windscreen is better when you are moving quickly between indoor and outdoor shots and in low to no wind, windscreens with the fur work well. But once you get into decent to high wind, you must have the zeppelin and the fur, it makes a huge difference.
Most sound mixers have both.
