I always hear that I should use 1/48th of a second, then I hear on the smaller cameras use the cinemode to get the best dynamic range, so I tried it out, as I normally am in shutter mode and lock the exposure at no gain and adjust from there. And cine mode is set to 24th unless forced higher. Why? and is this bad? how much blur will it cause?

YES -- at 24fps the shutter-speed should be 1/48th S. And, any Cine mode SHOULD lock the shutter to 1/48th.

Why would Canon not do this? Because many folks--including me--find 24fps shot with consumer and prosumer cameras to look strobby. By adding EXTRA motion blur, the blur somewhat covers over the strobing.

Using a 1/30th shutter with 30p is an old trick we JVC HD1 owners used to use. Even now, I often use a longer than 180-degree shutter. For example, a 270 degree with a Sony V1.

Canon forcing a 360-degree shutter is a bit much, bit given the price point, it's not a horrible choice.
