what kind of layout is everyone doing. Right now i break everything down into 4 chapters, pre ceremony, ceremony, pictures, reception... Is there a better way? I feel like maybe this is a "rookie" move. Or for the most part is everyone else building there storyboard the same way?

This is going to sound cliche, but just do things your own way, develop your own style. Does the way you currently do things make sense to you? Do brides seem to like the way you're putting it together? Those are the important questions to ask yourself.

I tend to work sequentially if that's what you're asking. There are various stages of the day and I lead the viewer through that process.
For the recap/reprise/highlights, I also tend to edit sequentially although this has been bothering me lately and eventually I'm going to break that habit one of these days... just hasn't felt right to do so yet.

I tend to go mostly sequential, but I vary it somewhat depending on the wedding. I've seen some awesome work out there that is totally non-sequential, but every time I attempt something like that it feels like I can't get my mind around it. I'm starting to think that some people are just gifted with telling a story that way, and others are gifted with telling it sequentially, lol.
