I'm trying to settle this once and for all: What would be the best format to capture a HDV tape that would be edited and produced in DVD?
I've heard that it must be AVI but I've also heard that MPEG would be enough for DVD production???
I'm using Premiere Pro.

Capture the tape as the recorded MPEG2 HDV. HDV MPEG2 is not the best choice for re-compression as an intermediate editing codec. Uncompressed will work best as an intermediate codec (for quality) but generates huge files (unwieldy). Cineform's codec is an excellent intermediate codec (visually lossless even after multiple re-compressions). AVI is simply a container for video (and audio) streams (not a codec).
