I'll be preparing a video file on either avi, quicktime or mpeg; the person who wants the file needs it sent to her over the net to her computer, but e-mail probably can't accomodate the file size. How best to download a video file (several minutes long) to a person online? What about mp3?

You may want to consider a service like yousendit.com or sendspace.com. There are plenty of these kinds of services, but I would stay away of the more, ehh dubious ones like rapidshare.

I second yousendit.com and would use isquint, a free open source app for mac, to compress the file. Usually I'll choose "standard" and "H.264" in the isquint options. That will yeild a pretty small a great quality mpeg4 file. By the way...mp3 is an audio codec.
