Is is possible to record HD footage to tape and DV footage to the DR-HD 100 simultaneously with a JVC GY HD-250?

No the camera will record either in DV mode or HDV mode on both tape and DR-HD100 at the same time.

When you set the camera for example in HDV mode, and the DR-HD100 in DV mode, nothing will be recorded.

shoot in HD and down convert to DV.
