i've been doing this in vegas 4 by re-rendering out to PAL/24fps and setting resample on. seems to be working....no flicker I can see.
but then...i've never printed to film.

You'd be better off with getting the transfer lab to do this, but before shooting anything, pick the transfer lab and use their guidelines for shooting. Usually they prefer NTSC interlace, PAL interlace or best, PAL progressive, depending on the lab.

bill..

i have vegas video 4 but never had used it..

by resampling, are you refering to the method of "force resampling" ...to export PAL
is it under the settings in the file save window?? im under the
impression that the DV PAL setting is a built in compressor, let alone a method to change NTSC to PAL.. am i correct?? is there any other way just to change frame rate to 25P?
