how to do this in after effects?

i want to animate a text similar to this. i want it first look flat, then move out leaving behind that 3d-ish look.
anyone know how i could do this in after effects or premiere?

the decay parameter on the echo effect doesn't seem to be doing anything
i really would like to make the trail of the echo, fade off

Perhaps you need to keyframe the effect to reverse it?
