Premier 720 24p Timeline with 1080 24p footage

Hey guys, when editing on a 720 24p timeline it doesn't seem to auto scale 1080 footage I import like FCP does. I scale it down and seems to lose quality. I could be wrong but it just seems like there's some quality loss. Any suggestions?

In the Preferences/General you can set Default scale to framesize.
