Can you change the format of a still photo in CS5? Mine defaults to 960X720 Thanks, Art |

If you're talking about exporting, then it is always the sequence format that determines the size of an exported still.
If importing, then: - if in preferences you have checked "resize to sequence size", your photos will be automatically resized on import for an active sequence (I think this is how it works) - if not, then the photos will be imported at their original size. |

That is best done in Photoshop.
Format stands for jpeg, tiff, png, psd etc. I think you mean framesize (width and heigth) |

Answer is still Photoshop, however you can scale your still in the Effect Controls of Premiere, scaling up means qualityloss. Photoshop does a good job in enlarging stills.
